Abstract

The Mass Teacher Professional Education Program (PPG) under the Ministry of Religious Affairs is designed to enhance teacher professionalism, particularly for Islamic Education teachers and madrasah educators. Despite its large-scale implementation, the program’s effectiveness in addressing professional teacher needs remains a critical issue, considering disparities in teacher competencies, participant readiness, variations in program quality, and digital literacy limitations across regions. This study aims to evaluate the effectiveness of the Mass PPG in improving pedagogical, professional, social, and personal competencies of teachers, as well as to assess its relevance to the demands of professional practice in real educational settings. The study employs a descriptive qualitative approach, using data from PPG participants, program administrators, and official documentation. Data were collected through in-depth interviews, participatory observation, and document analysis, then thematically analyzed to assess program effectiveness, challenges, and relevance. Results indicate that the Mass PPG improves teacher competencies and broadens access to professional development; however, its effectiveness is influenced by participant readiness, program quality variation, participant motivation, and digital literacy. In conclusion, the Mass PPG is effective when complemented by differentiated strategies based on competency assessment, enhanced digital literacy, and integration with the teacher career system.
